《外国人永久居留身份证》是获得在中国永久居留资格的外国人在中国境内居留的合法身份证件，可以单独使用。凡持有中国《外国人永久居留身份证》的外籍人员可享有以下待遇:

Foreign Permanent Resident ID Card is the valid identity document for foreigners who have obtained permanent residence qualification in China and can be used independently. Foreigners holding People's Republic of China Foreign Permanent Resident ID Card are entitled to the following treatment:

境内居留方面

Residence in China

在中国居留期限不受限制，可以凭有效护照和《外国人永久居留身份证》出入中国国境，无需另外办理签证等手续；其配偶及直系亲属，可按有关规定申请办理相应签证、居留证件或《外国人永久居留身份证》。

The residence period is unlimited, and the valid passport and Foreign Permanent Resident ID Card can be used for departure and entry without any other formalities such as visas; their spouses and immediate relatives may apply for visas, residence certificates or Foreign Permanent Resident ID Cards in accordance with relevant provisions.

出入境方面

Departure and Entry

进出境自用物品按照海关对定居旅客的有关规定办理手续。

Import/export of articles for personal use shall be subject to appropriate formalities in accordance with relevant provisions of the customs on resident passengers.

就业方面

Employment

在中国就业，免办《外国人工作许可证》。

Employment in China doesn’t require the Foreigner’s Work Permit. 

投资方面

Investment

可以技术入股或者投资等方式创办外商投资企业，可以合法获得的人民币在中国境内进行外商直接投资。在中国投资项目、设立外商投资企业的，发展改革、商务、工商、外汇等部门按照外资管理有关规定简化核准及审批程序，提高效率。

Foreign-funded enterprises may be established by means of admission of technology or investment, and the legitimately acquired RMB funds may be used for foreign direct investment in China. In the case of investment or establishment of foreign-funded enterprises in China, the development & reform, commerce, industry & commerce, foreign exchange authority and other authorities will simplify their examination and approval procedures in accordance with provisions in respect of foreign funds management for higher efficiency.

教育方面

Education

（1）永居持有者本人可按规定参加专业技术职务任职资格评审和专业技术人员资格考试。

（2）永居持有者的随迁子女义务教育阶段入学，符合条件的，可享受相关政策，由其居住地教育行政部门按照就近入学的原则办理入、转学手续，不收取国家规定以外的费用。

（1）Green card holders themselves may, pursuant to relevant provisions, participate in qualification assessment for professional and technical posts and qualification examination for personnel in specific technical fields. 

（2）If a green card holder's accompanying children enter a school for compulsory education, they may enjoy the following policy if eligible: the competent administrative department for education will deal with the admission and transfer formalities following the principle of admission to neighborhood schools, and shall not charge fees other than those required by the State.

社会保险方面

Social Insurance

可以《外国人永久居留身份证》作为有效身份证件办理参加社会保险各项手续。在中国境内就业的，按照《中华人民共和国社会保险法》有关规定参加各项社会保险；在中国境内居住但未就业，且符合统筹地区规定的，可参照国内城镇居民参加城镇居民基本医疗保险和城镇居民社会养老保险，享受社会保险待遇。办理社会保险关系转移接续、终止等手续，社会保险经办机构按照有关规定简化流程、提供方便。

The Foreign Permanent Resident ID Card can be used as valid identity document to apply for participation in social insurance programs. Those who work in China may participate in various social insurance programs in accordance with relevant provisions under Social Insurance Law of the People’s Republic of China; the unemployed who live in China and meet the requirements of overall planning areas may also enjoy social insurance by participating in urban resident basic medical insurance and social old-age insurance program. The social insurance agencies will, in accordance with relevant provisions, simplify the procedures in handling the transfer, continuation and termination of social insurance relations.

住房和公积金方面

Housing & Accumulation Fund

（1）可不受《关于规范房地产市场外资准入和管理的意见》中关于境外个人在境内购买自用商品住房需在境内工作、学习超过一年的限制，按照其他有关规定在境内购买自用、自住商品住房。

（2）可按照《住房公积金管理条例》等规定，在工作地缴存和使用住房公积金，离开该地区时，可按规定办理住房公积金的提取或转移手续。

（1）The holders are exempted from the restriction of Opinions Concerning Regulating the Access to and Administration of Foreign Investment in the Real Estate Market that overseas individuals need to work or study in China for more than one year before purchasing commercial housing for self-use. They may purchase commercial housing for self-use and primary residence pursuant to other relevant provisions. 

（2）The holders may, according to the Regulation on the Administration of Housing Accumulation Funds and other provisions, deposit and use housing accumulation funds at the workplace. When leaving the area, they may apply for extraction or transfer of housing accumulation funds in accordance with relevant provisions.

纳税方面

Taxation

在缴纳所得税方面，按照中国税收法律法规以及税收协定的有关规定，履行相应的纳税义务。

With respect to the payment of income tax, the holders shall fulfill corresponding tax obligations in accordance with relevant provisions of China's revenue laws and regulations and tax conventions.

金融理财方面

Financial planning

（1）在国内办理银行、保险、证券和期货等金融方面业务，可以《外国人永久居留身份证》作为身份凭证，享有中国公民同等权利、义务和统计归属。

（2）在国内取得的收入，依法纳税并持有税务部门出具的对外支付税务证明后，可兑换外汇汇出境外。可以《外国人永久居留身份证》作为身份凭证，按照相关外汇管理规定办理外汇业务。

（1）When dealing with financial businesses such as banking, insurance, securities and futures business in China, the Foreign Permanent Resident ID Card can be used as identity certificate to enjoy the same rights, obligations and statistical attribution policy as Chinese citizens. 

（2）Income earned in China can be remitted abroad in foreign currency with tax certificates issued by tax authorities after payment of taxes according to law. The Foreign Permanent Resident ID Card can be used as valid identity document to handle foreign exchange business in accordance with relevant foreign exchange management regulations.

文体娱乐方面

Sports & Recreation

在国内购物、购买公园及各类文体场馆门票、进行文化娱乐商旅等消费活动与中国公民同等待遇、价格相同。

Consumer activities in China such as shopping, purchasing tickets of parks and various theaters & stadiums, and conducting cultural, entertainment and business trips will be treated equally and at the same price as Chinese citizens.

境内出游方面

Domestic travel

乘坐中国国内航班，可凭《外国人永久居留身份证》办理有关登机手续；在国内乘坐火车，可凭《外国人永久居留身份证》购买火车票；在国内旅馆住宿，可凭《外国人永久居留身份证》办理有关入住手续。

The Foreign Permanent Resident ID Card can be used for relevant boarding procedures in the case of domestic flights, purchasing train tickets of domestic trains, and handling check-in procedure at domestic hotels.

驾照车辆方面

Driving license and vehicles

在申领机动车驾驶证和办理机动车登记方面，享受中国公民同等待遇。初次申领或持境外机动车驾驶证换领《中华人民共和国机动车驾驶证》，符合驾驶证申领或换领条件的，可凭《外国人永久居留身份证》、公安部门出具的住宿登记证明、身体条件证明，经考试合格后，由公安机关核发《中华人民共和国机动车驾驶证》。申请办理机动车登记，可以凭《外国人永久居留身份证》、公安部门出具的住宿登记证明及机动车相关证明、凭证，到公安部门办理机动车登记业务。

The holders enjoy the same treatment as Chinese citizens in applying for motor vehicle driving license and registering motor vehicles. Where it’s the first time for the applicant to apply for Driving License of the People’s Republic of China or the applicant intends to replace his/her overseas motor vehicle driving license with Driving License of the People’s Republic of China, he/she, if eligible, may obtain the Driving License of the People’s Republic of China issued by the competent public security organ by showing the Foreign Permanent Resident ID Card and accommodation registration certificate as well as physical qualification certificate issued by the public security organ and passing the driving test. The applicant may apply to the competent public security department for motor vehicle registration via the accommodation registration certificate issued by the public security department and motor vehicle certificates and credence.

国籍恢复

Nationality Restoration

加入或恢复中国国籍，公安部门按照有关规定简化手续，加快办理。

The competent public security department will simplify the procedures and speed up the processing of application or restoration of Chinese nationality in accordance with relevant regulations.
